The replacement of the Mercury dime with one bearing Roosevelt's image was introduced by Virginia Congressman Ralph H. Daughton in order to honor President Franklin D. Roosevelt who was responsible in founding the National Foundation for Infantile Paralysis, which originally raised money for polio research and to aid victims of the disease and their families. The public at that time was urged to contribute a dime to the National Foundation (later known as the "March of Dimes").
